TITLE I: Membership Governance and Rights

Chapter 2: Member Rights and Privileges

Section 2.1 - Access to Services: Members enjoy access to STIMM programs, resources, and services in accordance with their membership tier. Tier-based access is defined in the Membership Tier Regulations.

Section 2.2 - Voting Rights: Members in good standing possess voting rights on organizational matters as outlined in the Governance Procedures. Voting weight may vary by tier and tenure.

Section 2.3 - Protection and Due Process: Members are afforded due process in all disputes. Disciplinary actions require documentation, member notification, and opportunity for response before implementation.

Chapter 3: Member Responsibilities

Section 3.1 - Code of Conduct: Members must conduct themselves with integrity, respect organizational authority, and support community wellbeing. Conduct detrimental to the organization or harmful to members is prohibited.

Section 3.2 - Confidentiality: Members respect the privacy of fellow members and handle sensitive organizational information with discretion. Unauthorized disclosure of confidential matters is prohibited.

TITLE II: Operational Regulations

Section 1.1 - Departmental Leadership: Each department is managed by a director appointed by the Governing Council. Directors are responsible for departmental operations, staff management, and achievement of organizational objectives.

Section 1.2 - Interdepartmental Coordination: Departments coordinate through regular meetings and shared initiatives to ensure alignment with organizational goals and avoid duplication of efforts.

Chapter 2: Financial Management

Section 2.1 - Fiscal Responsibility: All organizational finances are managed with transparency and accountability. Financial reports are prepared annually and made available to members as appropriate.

Section 2.2 - Fund Allocation: Organizational resources are allocated according to budgets approved by the Governing Council, prioritizing member services, community development, and mission advancement.

Chapter 3: Record Keeping and Transparency

Section 3.1 - Official Records: STIMM maintains comprehensive records of membership, governance decisions, financial transactions, and operational activities. Records are retained according to organizational policy.

Section 3.2 - Member Access: Members may access records pertaining to their membership in accordance with privacy regulations. Requests for broader access are reviewed by the Governing Council.

TITLE III: Dispute Resolution and Discipline

Chapter 1: Conflict Resolution

Section 1.1 - Resolution Procedures: Disputes between members are resolved through mediation and arbitration processes designed to maintain community harmony while ensuring fair outcomes.

Section 1.2 - Mediation: When conflicts arise, parties are encouraged to seek mediation through designated community facilitators before formal proceedings.

Chapter 2: Disciplinary Actions

Section 2.1 - Violations and Remedies: Violations of STIMM laws and conduct standards may result in warnings, probation, suspension, or membership termination depending on severity.

Section 2.2 - Disciplinary Procedures: All disciplinary actions follow due process, including notification of charges, opportunity for explanation, and right of appeal to the Governing Council.

Chapter 3: Appeals Process
